i got 33740 rank in neet ,i am from andhra pradesh , is there any possibility of getting seat in all india quota in other states

According to previous year's cutoffs, the first 10,000 ranker holders are able to apply for all india seats.
Rest have to apply in their respective states or private medical colleges.
