I got 369 in 2019 neet and I belongs to ews category under ESIC IP quota can I get MBBS seat in any ESIC medical colleges in India

Yes ,you are definately eligible for applying in ESIC medical colleegs in all over india , because the IP quota provides you with the flexibility of applying through state quota as well as all india quota. With your score , you have chances of getting a medical seat in ESIC medical college. Rest , it depends on each year's cutoff.
