If you are not eligible for neet I would suggest to give improvement exams and then appear in exam .

The eligibility criteria for NEET entrance exam is 10+2 in Physics Chemistry and Biology/Biotechnology from a well recognised board
The percentage requirement in PCB to be eligible for NEET entrance exam is as followed:
UR/EWS-50%
OBC/SC/ST-40%
UR(PH)-45%
Since you got 46% marks in PCB, but ain't mentioned your category, if you belongs to General or EWS category you are not eligible for it but if you belongs to category like OBC,SC,ST you are eligible for NEET entrance exam.

Your maths is not considered for neet eligibility. Only PCB aggregate matters
Which category do you belong to?
*******To be eligible for neet, you need to pass 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-
-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
-
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
-
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Now,
Your aggregate in Physics, Chemistry and Biology/Biotechnology is
= 39 + 45 + 54
= 138
=( 138/ 300 x 100 )%
= 46 % i.e lesser than 50% , but more than 40 % so you are not eligible for Neet if you belong to general category but if you belong to OBC/ SC or St category then yes you are eligible for Neet examination

******** to be eligible for neet one has to be at least 17 years old by 31st December of the year of appearing
******** There is no upper age limit for Neet .
******** There's no limit for the maximum number of attempts/times one can appear in NEET.
