I got 38 thousand rank in JEE Mains(Common Rank List) and 9,841 obc rank, i belong to UP. Can i get CSE in IIITs, NITs, GFTIs or any other state funded government college?

Number of aspirants applying for the exam,
Number of aspirants qualifying the exam,
Difficulty level of the paper,
Previous year cut off trends

However comparing with previous year's cut off you can get CSE in

IIITS:
1. Indian Institute of Information Technology Design and Manufacturing Kurnool
2. Indian Institute of Information Technology Dharwad
3.Indian Institute of Information Technology Kalyani
4. Indian Institute of Information Technology, Kota
5. Indian Institute of Information Technology, Kottayam
