If your score is 380 in NEET 2019, then you might not be able to get any seat through the 15% All India quota counselling. Therefore it's better if you focus on the 85% state quota counselling where you might have comparatively good chance so because you are a OBC category student.
Also it is depends upon your state of domicile.

If you mention your state, I can give you the precise details. However with your score it is more likely to get a seat in private medical colleges than in the government colleges.Also I assume that the chance is more for BDS than MBBS. Because in most of the government Medical colleges the cut off is above 550. Since you belong to OBC category the qualifying percentile is 40.
