No you can't apply to Maharashtra you have to take admission in Karnataka only on the basic of your obc certificate

Firstly you can't apply for admission in Maharashtra they don't allow outside candidate for admission. Secondly, if you apply in other state with you state obc certificate you will be seen as general candidate not OBC candidate.
