So as you have scored 389 marks in NEET under the reserved category you do have chances to get a good college but there is no such assurity that the marks will help you to get into a government college only as every year this criteria do change as per the cut offs. If you are sure to take MBBS this year only in either govt or private you should take part in the counseling rounds of MCC .

As you mentioned with SC category and 389 marks, your chances of getting a decent government college in your state through state quota(85%) are negligible.
However you might get some good private medical college in your state through state quota.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).
However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.
