Every state in India has 15% seats reserved under All India quota and 85% for State quota.As only 15% is reserved for All India quota and aspirants in Neet are very high in number so the cut off for AIQ General (unreserved) usually is very high (500 and above).
So I am sorry to inform you that in 395 marks in Neet you won't be able to secure a seat in government medical college.
