I got 39.85 percentile in mh cet 2019 good college for cs engineering

With that percentile hoping for getting into a top tier college and on top of that aiming for cs seems rather impossible.try for other colleges and keep your options open .
Try MIT Pune
DJ sanghvi etc...

See the marks u are asking for is not enough for the good college but it might be somewhat enough for some of the lower college to pursue ur higher studies in the field of ur interest under the btech courses. I m providing u a link for ur help.
