I got 3k rank in ts eamcet bipc 2019.Should I get full fee reimbursement I am bcd candidate annual income 110000 please reply

I think you may know that your rank is average and but at this rank, you may get some good and decent Institute which is good for you. Now come to your other question so I think you may not full fee reimbursement even after your BCD candidate but not need to worry you may get most of it maybe it helps you in future.
