With 400 marks, your All India Rank will be around 1.4 lakhs to 1.7 lakhs approximately. Since you have not mentioned your category, I'm assuming that you are from the general category. You have fair chances of getting a seat in government medical college with this rank. You should apply for some state counseling. Also note that the cut-off rank changes every year depending on the difficulty of the paper, and the number of candidates appearing for it.

You haven't mentioned the State that you hold the domicile of and the Category you belong to. This is important because the cut offs vary across States.
