i got 40000 in veterinary science in kcet will i get the seat if i belong to obc 2a rural category

It is difficult to predict because cut-offs varies from year to year and depends on many factors like
- Number of students appeared in the exam
- Category
- Difficulty level of the exam
- Number of seats available, etc.
It is difficult to get Veterinary seat for your KCET Rank, based on previous years closing ranks. So give a try by applying for counselling and if you won't get seat then try for Management quota seats.
