The last year cut off for government dental college was 522 for UR through state quota.Further,this year the cut off is going to increase .
Therefore with 420 you can not get government college .
But you can get in any private dental college in the state where the cut off was and will be really low . Following link will give you more information -

Hi Sandeep! As per the previous years cutoff trends of Dental Colleges you don't stand a chance of getting a seat in government dental Colleges .However you can easily get any of the Private dental Colleges. But let me tell cutoffs changes every years so just try .

Well according to last year's cutoff you need to score a minimum of 520 marks to get into a government dental college in uttar pradesh if you belong to general category.
Infact the competition is stiff this year and the cutoff is expected to go higher.
So I am afraid that you might face difficulties getting a government seat.
