It depends on which reservation category you belong to. If you fall in the General category

it is highly likely that you will not be allowed to sit for the central level entrance examinations. However, there may be other colleges who don't mind a lower percentage cut-off for appearing in the entrance test. However, if you belong to the SC/ST category, you can certainly appear for various entrance tests.
