You must be knowing that mop up seats are for everybody and it's basically like when students leave their seats because of many reasons so seats are empty so it's given in the basis of first come and first serve . You have decent marks and there is probability you get the seats . As you must be knowing there are also nri quota seats sometimes they also go wasted. So just to fill the seats this is being done .
