If you don't have any category no you can't as in haryana top rankers only prefers jc bose(ymca) for general category you must be in top 100 for ece eic civil electrical and in top 50 for mechanical it and ce

Not at all he is considered as general and for general category he must be in top 200 for eic ece and 150 for electrical and top 60-70 for ce it and mechanical
