I got 44 marks in maths, 81 in physics and 78 in chemistry. my cutoff of tnea for engineering is 123.5. Can i apply for anna university?

yes you can apply for Anna University. you are with in the opening marks and closing marks. you can go for any branch you like.
for example marks range:-
for cse:- 77-200
for EEE:- 77-199
for ECE:- 77-200
