From your percentile, it can be predicted that you are behind more than half of the students who have taken JEE. with this rank, you may get a college, but it would not be worth as it might be average college, taking into account that Electrical branch cutoff will be above average.
I would suggest that you go through the cutoffs of the last year & based on the score and rank you can decide which college you will get in Mumbai
