I got 45 percentile in JEE mains . I am from SC category. I am from West Bengal. Can I get into any NIT ? or any other state college?

No you can't get into the NITs. Since your percntile is 45 . That is very low. Your Mark's range is 20-40 Marks out of 300. You can see the Last year( 2019) cutoff for jee mains
General- 90 percentile.
OBC- 85 percentile
ST/SC- More than 70 percentile
