I got 460 marks with 75000 rank air .Im from BC-A category . Can i get free seat in telangana .. and mainly what are my chances of getting

Your chances of obtaining a free seat in top medical colleges in Telangana is quite difficult only on reffering to the last year cut off ranks and considering the level of competition with your All india rank.
Taking your category rank into account for state counselling also you have quite a chances to obtain a medical seat in good medical college but not Nizamabad medical college. It is a top institution and seats will be filled by students with top cut off itself.
Do not loose hope and try your chances by applying for state counselling to know your probability.
