Hello rishabh,
Based on previous year cut-off, to attain a BDS seat in a government dental college, a candidate is required to score a minimum of 450 marks in NEET. As you belong to reserved category therefore the SC/ST/OBC cut-off score was 146-113 .
Under 15% all india quota, you need to score more than 480 marks in neet to get seat. As you have got 464 marks so you might not have a chance for getting the seat in government college but you can go for private colleges.

Hello Aspirant,
We know that without officially released cut-off details of NEET UG 2020, it's quite difficult for us to make any accurate comment about the precise cut-off marks of this year for the top and eminent Government and Medical colleges in Bihar.
Still as per our assumption and previous year's (2019) details it can be estimated that since you're a reserved category student you have enough probablity to grab several Government MBBS and BDS seats with this performance in NEET UG 2020. I'm making a list for those colleges genuinely suitable as per your performance and category in NEET UG 2020.
Government MBBS Colleges :
- Anugrah Narayan Magadh Medical College and Hospital, Gaya (cut-off marks: 420)
- Darbhanga Medical College, Laheriasarai (cut-off: 438)
- Government Medical College, Bettiah (cut-off marks: 414)
- Jawaharlal Nehru Medical College, Bhagalpur (cut-off marks: 430)
- Nalanda Medical College, Patna (cut-off marks: 451)
- Shri Krishna Medical College and Hospital, Muzaffarpur (cut-off: 426)
- Vardhman Institute of Medical Sciences, Pawapuri (cut-off marks: 419)
The cut-off marks mentioned in the bracket beside the college names are on the basis of 2019's informations. For further reference:

However we all know that the statewise cut-off marks vary each year on the basis of several determining factors like:
- Number of appeared aspirants
- Number of successful aspirants
- Previous year's cut-off trend
- Total number of available seats by State Government
- Difficulty level of the examination
- Highest score in NEET UG in whole India
But you don't need to be worried regarding this. Because our definite estimation is that you can obviously get chance in all those above mentioned private instituions.
So don't worry. Just be relaxed. You may check the following Carrers360 NEET College predictor tool for ensuring my assumption:
