From the above data, it seems that you have very high chances of getting a government medical seat given that you belong to the SC category. Also, this year 9 new colleges have been inaugurated in the state of Uttar Pradesh. So, cutoff is also expected to come down compared to last year. So you can be sure of getting a government medical college. You are advised to to undergo the state counselling process properly till the last round and fill the choices of colleges properly .

Through ALL INDIA QUOTA , the last rank at which a candidate from SC categroy got admission in UP was AIR 66916 in the government medical college Banda. This AIR nearly sums up to 515 marks this year.
Through UP state counselling , the last rank at which a candidate from SC category got admission was in the 2nd round was at AIR 128711 at 453 marks in GMC AMC , BASTI,
with the inclusion of 9 medical colleges this year , you can expect a college this year at your marks and rank but to be on a safer side be in touch with the neet syllabus . you never know what will happen in counselling because of various factors influencing the counselling process.
