Sorry to say but there are not much chance of getting a seat in government college with a score of 471 in NEET 2019. You should have scored more than 550 then you can get a seat easily. You will get advantage of your caste and also your domicile certificate. You should positively apply for the counseling and start with the college of highest cutoff ranks.
