Yes you can get admission into any state while belonging to other state. Every state have 15% seats reserved for other state students however it's cutoffs are slightly higher than that of state level seats. If you belong to general category then you can only get private colleges with these marks. You can check previous year cutoffs of Karnataka colleges by going through the link given below.

Dear aspirant , According to previous years analysis (which is subjective as cut off ranks change every year depending upon no of candidates from general category , level of difficulty of neet etc etc, also since rank fallout pattern is entirely different this year nothing can be predicted with 100% sureity,if you have bihar domicile and you want admission in karnataka government college then you can apply to it through AIQ(all india quota) quota for which cut off rank last year was 9081 against 542 marks , so if we look at previous years stats you might not have a chance .
