With scoring 523 marks in NEET UG 2021 your estimated percentile score is around : 95.28 - 95.78 , while your expected rank is around : 69K - 81k .It depends on several factors like difficulty level of the paper, previous year cutoff trends, Number of students appearing the exam etc.

Hope you are doing well. Yes with a score of 523 you can definitely get a government MBBS seat through State quota counselling in Andhra Pradesh. The cutoffs this year are expected to be somewhat similar to last year's or may increase marginally. So ,I'll firstly mention the cutoff score and closing AIR for the EWS category in 2020 in Andhra Pradesh.

It was a score of 428 with a closing AIR of  154506 for a candidate belonging to local region and  475 with a closing AIR of 108281for a candidate belonging to  non-local region .

It is very difficult to predict whether you will get any government medical college in andhra pradesh Or not because cutoff changes every year due to many factors like no. Of seats, no. Of candidates, Difficulty level

According to last year's cutoff you will not get any government medical college at this score. But you can try for category b colleges and private colleges.
