Hey candidate,
As your scores are quite less, so I am not sure that you'll get a good government college. But you can surely try for some of the private colleges. And that this point of time caste category , domicile or any specific quota really helps out.
And yes, ews is applicable on TS EAMCET.
And from 2019 only.
