I got 5317 rank in upsee and I'm from bihar with general category so which college is best for CS? either government or private

First of all Congratulations on the qualification of the UPSEE exam. As you are intrested in opting the CS branch, so I can suggest you that not to see College as Private or Government. I must say you select that college which has good reputation on CS branch, where you can get good education and campus placement very easily in CS branch, whether the College is either Government or Private.
