Yes definitely you can get a government medical college chances are 60 and 40 percent but looking at last year's cutoff list of government medical colleges I can say there is a good probability of Getting into medical college. The probability of getting a seat through All India Quota is very low but I'll suggest you to seek colleges in Chhattisgarh for sure as that state have low AIQ cutoff.
Last year the cutoff for GMC Rajnandgaon and GMC Ambikapur in CHHATTISGARH was 538.
So you can see the complexity of this situation. Try to seek colleges in less popular places and North East areas too.
