I got 5.4 cgpa in 10th, 65% in 12th and 60% in my graduation. Can i get a chance to get admission in good college?

This depends from college to college some colleges demand merit for admission while their are some which have entrance exams. This is for if you are looking for a government college . And if you are planning for private colleges then almost every college give admission on 65% or they have maximun cutoff on 70%. And for pg courses almost every good college have entrance exam.
