i got 559 in neet 2020 in haryana and my rank is 42k, can i get dayanand medical college, ludhiana or MS ramaiah medical college, bangalore?

So,for colleges in Ludhiana you have to go through the punjab state counselling and can only apply for private colleges there in open category and same for MS ramaiah college in Bangalore have go through the Karnataka state counselling
