Going by the last year's cut off of Uttar Pradesh, the Government Medical College having least cut off was Autonomous Medical College, Bahraich at a NEET score of 575 . The cut off is expected to be high this year. It seems that you would not have a good chance in Government Medical College. You should rather opt for a Government Dental College. Some of the Government Dental College of Uttar Pradesh is listed below:
1. Institute of Medical Sciences Banaras Hindu University, Varanasi
2. King George's Medical University, Lucknow
3. Chhatrapati Shahu ji Maharaj University, Kanpur

As per previous year data hough AIQ you may have chances in Koppal Institute of Medical Sciences, other than this cut-offs are pretty high for UR Category, even through state quota chances are tough for GMC as last year 575 marks secured a seat in Autonomous Medical College Bahraich belonging to General Category, but you can get private colleges through state counselling such as Sri Rammurti Smarak Institute of Medical Sciences,School of Medical Sciences, (Sharda University), ,Hind Institute of Medical Sciences, ,Subharti Medical College, Meerut,Rohilkhand Medical College & Hospital, Muzaffarnagar Medical College, Heritage Institute of Medical Sciences to name a few.
This is purely based on previous year data, cut-offs are subjective to change every year based on multiple factors like seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 559 marks
you hold low chance to get a seat in Government Medical College.
For example,
in neet 2019, 575 marks for general category was the lowest marks to get a seat in government medical college under UP state quota and it was for Autonomous Medical College, Bahraich
You cannot get Government Medical College in other state too as cutoff marks under all India quota is even higher than that of state cutoff
