Yes, you can apply for counseling.

You clear your papers and then apply for it.

As no college will accept without clearance in intermediate.

You have enough confidence then you can do it.

And surely you can get one.

Keep one thing in mind. In future clear your paper in one go. It is difficult and that is true and it is for most of students. If you can clear it 2nd trial then you should have did the same in 1st trial.
