Yeah you can apply for the JEE MAINS since the only eligibility is either you should be an appearing / appeared applicant of Class 12th.
Coming to the scenario of Admission in NIT'S so in that you need to score atleast of 75% in class 12th but in your case you are lagging with that so you can't be able to take the admission in NITs.

Firstly, Yes you are eligible for JEE Mains 2019.
Secondly, at the time of admission in NITs after Clearing JEE Mains-
You need to have secured minimum 75% marks in class XII or equivalent exam or be in the top 20 percentile in their class XII exam conducted by the respective board.
For SC/ ST candidates, the eligibility criteria is to secure 65% marks in class XII or equivalent exam.

You cant just qualify in jee and get into NIT.You have to get a very good score as well as rank to qualify as well as to get into NIT.But still it will be tuff because if the marks you have got in boards because at the time of admission board marks is also added so that would also creat a problem.
