i got 565 marks in neet 2019 and i have obc quota.can i get mbbs seat

Of course, at this score you can absolutely get a government MBBS seat. For getting into any government medical college, you should have a score of 550+ in NEET. Also, the competition for those seats in government colleges is very very high, so yes 550+ is the minimum requirement. And since your score is 561, you'll get a seat in MBBS.
