I am really sorry to say this , but 57.4 is not considered as a good percentile in jee . So there are very less chances to get a government college for any general category student . but since uh belong to sc category , you might get a chance of getting admitted in government colleges of your state. Apart from NITs, IITs , CFTs and IIITs their are some other government colleges which you should definitely apply for.For admissions in state government colleges you need to fill the state counselling and try filling for at least two different state counselling forms among which one should be your home state . I would suggest you to attend physical rounds of counselling of such government colleges as well....

Moreover you still have one attempt left , and also your counselling would be based on your rank and not on the basis of your percentile . so their is still a ray of hope ....
Talking about colleges giving admission on the basis of entrance....since its quite late , i think you have missed most of the their forms . but still i m mentioning some of these college , you can check if you still have a chance to apply...

Apart from these colleges , there are many private colleges for which you can apply for like chitkara university ...
And also do not forget to apply at GGSIPU ... for there are chances of your admission in colleges of IPU

According to you, you scored 57.4 percentile in JEE Main then your rank would be around 435798 - 489900 . And you scored 82% in class 12 and also you have SC category quota. There is a minimum chance to get admission in government colleges for ECE branch but there is a chance to get admission in private colleges for ECE branch.
