I got 60 marks in clat and I'm from outside delhi region which rank is expected? And can i get vips under 3rd cutoff list?

With the score you're mentioning you'll get a rank somewhere between 15900-17200. There are very less chances of getting into VIPS as they generally require a rank below 3000 in general category and 8000 in reserved category.
