No, you wont because for admission in NITs/ IIITs/ GFTIs a candidates should have obtained a minimum of 75% marks in class 12 or equivalent exam or they must be in the top 20 percentile in their class 12 examination. For SC/ ST, the eligibility is to obtain a minimum of 65% marks in class 12 or equivalent.
For iits also, candidates of General and OBC categories must have secured a minimum of 75% aggregate marks in their Class XII board examination (or equivalent).

To be eligible for iit or nit it's mandatory to score 75 % or be in top 20 percentile , so if you are in top 20 percentile then you are eligible for iit or nit otherwise you are not be eligible. If I tell you about top 20 percentile for UP Board for the year 2019 then it is:-
- 334 marks i .e. 66.8% for general category,
- 326 marks i.e. 65.2% for obc category,
- 315 marks i.e 63% for sc category,
- 314 marks i.e. 62.8% for both st and pwd category.
For calculating top 20 percentile for different class 12 th boards, the marks scored in five subjects are:-
- (1) Physics,
- (2) Chemistry,
- (3) Mathematics,
- (4) A language and
- (5) Any subject other than the above four, is taken into account.
So you are not eligible for nit if you are from general category and have passed your class 12th in 2019 as 66.8 % is the top top 20 percentile for general category for 2019 while your percentage is only 64% , but if you are from reserved categories like sc or st then you are eligible as from above, you can see that for sc , st categories top 20 percentile is around 63 % only while your percentage is 64 % so you are eligible in that case.
