I got 6.5 overall IELTS score Each module L-7 R-5 W-6.5 S-6.5 No backlog and in graduation my CGPA was 5.61.

your overall score is acceptable but you have less band in reading section.Most universites have there minimum criteria no less than 6 bands in any section. you may get universites but not that good.
if you can improve your bands by retaking ielts go for it because university matters in quality of education or if not then you can search for universites who accept this score.
