No, 12th board exam marks are now not included with Jee mains marks. Your rank will be decided only on the basis of your marks obtained in jee mains.
Yes you can apply for NIT Surathkal,but it will depend on your rank whether you can get that or not. You can apply for all the colleges in which you are interested but afterall it will be on the basis of your rank you will get the NIT or any other college.
