VNIT Surat is one of the most prestigious institutes in India.
To get admission in VNIT BTech, you need to score 99 percentile in JEE Mains for open category other state students.
For Home state students, at least 98 percentile is necessary.
So, you won't be able to get admission.

It is not possible for you to get any of the NIT's based on your percentile as your rank will be around 2,50,000.
There are only 16500 seats in any NIT. Out of these, only 8250 are for general category, so in my opinion it will be impossible for you to get admission in nit surat.
