If you manage to qualify JEE Main Cutoff, You would be eligible for JEE Advance which is the intake exam for IITs as mentioned above.
However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced
But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

NTA has released the JEE mains 2020 qualifying cutoff. This is the cutoff which consists of the minimum marks required for appearing for JEE advanced.
The admission cutoffs are yet to be released by JoSAA authorities after every round of allotment. This are the ranks within which the participating institutes offer admission.
Based upon your percentile , you have failed to qualify for the qualifying cutoffs required for JEE advanced attempt, but yes you can surely go for state counselling for admission based on home state ranks. You cannot go for JoSAA counselling.

With 68.5 percentile in JEE mains you have failed to qualify JEE mains as you belong to ews category and qualifying cut off percentile for ews category is 70.2435518 percentile
As you have not qualified JEE main, you are not eligible for even josaa counselling
