If we go through previous year's data of seat allotment, then on the basis of the percentile mentioned in the question by you, you have no chances for any of the NITs or any of the colleges through JOSAA counselling even after considering ST quota.

Note that the above prediction has been made on the basis of latest cut-offs available on official website of either JOSAA or CSAB and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
So I would recommend you to go for private colleges or you can take part in some state counselling procedures.

There are alot of factors that effect selection and these are:-
Numbers of candidates appeared
. Difficulty level of question paper
.seat available
. reserved category
. category
.rank obtained
If you are from general category the qualifying percentile is around 87 % ,for st it is 37% ,for sc it is 46% ,for obc it is 68% .
If you are from general category unfortunately you are not able to qualify the exam.And the percentile required to get nit is around above 97%.
You can get good private colleges in these percentile .
