Yes you can get seat into nit roulkela with the help of your sc rank and female quota .
As nit roulkela is one of the most sought college of engineering so they have high cutoffs for the candidates to get admission.
So with your percentile you can definitely get admission into it but without knowing your rank I cannot tell you that which branch you can get admission into.

Hi ! No you can't get a seat in nit Rourkela in general case . It is so because your percentile will fetch you a rank of 4 lacs- 6 lacs. In sc category it will max to max give you a rank of 70,000. So it is not possible. Still if your luck is too good, then you might get a worst branch at this college at last round. Still you can have a check on the link given below.
