I got 71.2% in 12th CBSE from science stream, how can I become an IAS ??

It's good that you want to become IAS officer. If you really want to become that then I would request you to take BA in your graduation as it will develop the sense of knowledge required for this exam.
It is not mandatory to take BA. You can choose any subject of your choice as you have mentioned that you have interest in English literature so go for it. Upsc just want a candidate who holds graduation degree with minimum percentage so take up English literature and side by side start studying newspapers and core ncert books for developing your basic understanding towards the upsc cs syllabus.

You have to first complete your graduation. As per eligibility criteria, the minimum educational qualification for UPSC IAS is graduation. The age of candidates should be 21 to 32 years. The application form is released in February. Fill the application form to appear for the exam. Your preparation should be alligned with the exam cycle that is conducted in three stage - prelims, mains and interview. The prelims exam is held in June while mains exam is conducted in November and Interview is held in March/April. Some preparation tips for IAS are given below.

Just do a Graduation in a Good Stream. Some suggested courses are B.E. / B.Tech, B.Sc, BCA, BA, etc. Further just prepare for UPSC Exams for 1-2 Years well and Attempt the Civil Services Paper. You will get through if you prepare well for these 2 Years.
