30℅ of the seats are filled by the score of JEE Mains where students from all across India can apply and there are no reservations in this.
Last year the cutoff for Chemical Engineering was 170. Going on that you can easily get Chemical Engineering at ICT Mumbai.
But this year's Mains paper was different that last year. Lots of students have scored above 200. So the cutoff may increase this year.
Anyhow you apply through the All India Quota and see what rank you get in the merit list that they prepare. If you get a rank below 23 then you will surely get Chemical Engineering at ICT Mumbai.

PS: I have written this answer assuming that you would wish to do Chemical Engineering but if you are hellbent on ICT rather than choosing good state colleges then with that score you can get any of the B.Tech branches that the institute offers.
