Hey!
The cut offs of delhi university closes around 85-88 or something like that.
Mostly the students scoring above 90% get the chance to get admitted in Delhi University.
This I’m talking about the general category.
For ST, SC and OBC category students, the cut off goes little lower.
Therefore, if you belong to the general category, then there are no chance to get admission in DU.
If belonging to any other category, then you may have chance and that would too depend on the course you choose.

74% Aggregate is a little less. Youll have to wait for the last cutoff list probably.
Also you havent given the details as to which stream you are from. If you wanna go for BA or Bcom., then you may get admission but for science stream, its a little difficult since the cutoff lists in almost all the categories close at 70-74% (PCM/PCB/PCBM) and the seats are also comparatively less.
But do wait for the cut off lists. This year there is supposed to be a little dip in the cutoff, but I am not sure by how much. So, Ill suggest you to have some patience..

Mam I have scored 74.8 percent in 12th cbse board and I am preparing for cuet too and I want to do BA mam is there any chance of me get admission in du or if mam I didn't clear the cuet then will I be able to join du and I am from general category.

University of Delhi is a highly reputed Indian university with high quality education. Most of the students wish to pursue graduation, post graduation, PhD etc. from DU.
As there is a huge rush of toppers willing to take admission in DU, the cutoff marks for different courses are high, with minimum required percentage in 10+2 starting from 90% every year.
It is highly unlikely that you will get admission in DU. Your admission is only possible if you are from one of the reserved categories (SC/ST/OBC/EWS). The required minimum marks for admission are generally lower for them.
