Yes dear, you are eligible for JEE Mains examination even if you have got only 74.6%.
This is because ,
There's no percentage barrier to be eligible for JEE mains
Actually to be eligible for JEE mains 2020 for BE or Btech one just must be either appearing for 12th board exam in 2020 or should have passed it in 2019 or 2018 with Physics, mathematical and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject
But yes,
To be eligible for NITs, IIITs, GFTIs , jee advanced( for iits) one needs at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination.

Yes you can apply for JEE as there is no marks criteria for applying for the test.But in case you want to get admission into IIT,NIT and other top colleges you should either score a 75% in your 12th or be among the candidates who scored top 20 percentile in JEE.
