Yes, with 75 percentile in JEE Mains in General Category you can apply for the JoSAA counselling, but there is no meaning in that as in this counselling, you will not be get a seat in NITs or IIITs. 90.3765335 percentile is that score that makes you eligible to appear in JEE Advanced, that's all.
You can go for state level colleges or private colleges, where you will also get your preferred branch easily.

This is because,
With 75 percentile in JEE mains you have failed to qualify JEE mains as you belong to general category and qualifying cut off percentile for general category is 90.3765335 percentile
As you have not qualified JEE main, you are not eligible for josaa counselling
