I got 76.7 %ile in Gen-EWS category and my CRL rank is 2L 20thansound and EWS rank is 31000 (JEE-M). I am from Uttar Pradesh and can you please guide me through the colleges I can opt for in JoSAA and CSAB counseling? And if there is ANY rare chance for NIT, IIIT OR GFTIs please do mention them too.

Unfortunately on such EWS rank it is very difficult to get any of the NITs even under EWS quota because closing EWS ranks were around 7k-9k for NITs/IIITs and 10k-11k for GFTIs and you are very far from it also you can see the closing EWS ranks of last year were like :-
