I got 78 rank in pondicherry university for M.A. POLITICAL SCIENCE...my name was in waiting list.. 10th name in obc category does i get seat?

Whether you get a seat from the waiting list or not depends totally on the availability of seats. For example if a student chose to withdraw the application after getting into Pondicherry University, then that means the 1st student in waiting list gets in. If he/she doesn't confirm, then the 2nd person gets in, and so on. So predicting a yes/no would be very difficult. I will suggest you to wait and see. Meanwhile try applying to other Universities with MA Political Science to broaden your options.
